if you measure only 12.6V charging voltage when charging a 12V lead solar battery, then either your charger is defective or the measurement is incorrect. 12.6V is roughly the average floating voltage of an unloaded 12V lead acid battery. At this voltage, however, there is no charging current, because there must be a potential difference, like a charge pump. So please check where the error is.
